U.S. District Court Judge Orders Trump Administration to Undo Mass Layoffs and Rehire Federal Workers
On 3/13/25, Judge William Alsup of the U.S. District Court for the Northern District of California issued an oral ruling that tens of thousands of workers must be rehired across numerous federal agencies, including the Departments of Agriculture, Defense, Energy, Interior, Treasury, and Veterans' Affairs, and extended his prior temporary emergency restraining order issued 2/28/25. The Trump administration appealed the decision just hours later. The White House said prior to filing the appeal that “a single judge is attempting to unconstitutionally seize the power of hiring and firing from the Executive Branch.” The plaintiffs, which include the American Federation of Government Employees, AFL-CIO and other unions representing thousands of federal workers, sued in 2/2025 over OPM’s “illegal program” terminating employees who are within the first year of their positions or recently promoted to new ones. Mass layoffs began in 2/2025 when the Department of Education announced it would cut about 50% of its workforce. Emails were sent to federal workers offering buyouts and requesting they justify their jobs.
