LAPD Captain Awarded $4 Million in Hostile Work Environment Case

On May 23, 2025, the California Court of Appeal (Second District, Division 7) upheld a $4 million jury verdict in Carranza v. City of Los Angeles, finding that LAPD Captain Lilian Carranza was subjected to a hostile work environment due to widespread circulation of a false, sexually explicit image purporting to depict her. Despite her repeated requests, the Department refused to notify employees the image was fake or to issue any directive to stop its dissemination. A jury found that Carranza endured severe or pervasive harassment and that the City failed to take prompt corrective action in violation of the Fair Employment and Housing Act (FEHA). The appellate court affirmed the jury's verdict and the trial court’s attorney fee award, rejecting the City’s arguments regarding juror misconduct and fee calculations.
